Learning & Development Advisor – Operations Department (36–40 hours)

1-year contract, with the possibility of extension

Preferably based in Amsterdam with 10% travel to MSF country programs; Candidates from countries where MSF has a contracting office are welcome to apply. Local salary scales apply.

About the role

Help prepare MSF teams to respond when emergencies strike.

MSF's humanitarian and emergency work requires an array of skills, knowledge, and attitudes that enable MSF to respond quickly, appropriately, and effectively individually, as a team, and as an organization. As the Ops Learning & Development (L&D) Advisor at MSF Operational Centre Amsterdam (OCA), you will play a key role in ensuring that our organizational learning solutions are fit for this purpose and that our staff are equipped to meet these challenges.

Building on your experience and engagement with multiple stakeholders, you will help develop, shape, and implement the learning strategy for the operational department, with a special focus on learning and development in Access, Security, Edesk, Humanitarian Affairs, and Operational Management. You will assess and turn learning needs into practical, high-quality agile solutions that strengthen individual, team, and organizational capabilities to manage and respond to emergencies according to their specific specialization.

You will join and be part of a culturally diverse Learning Solutions team, reporting to the Learning Solutions Coordinator. You will collaborate with three L&D Advisors responsible for different portfolios, two instructional designers, and four L&D Officers, as well as colleagues across Talent & Learning and the Operational Department.

This is an opportunity to combine strategic thinking, project management, innovative and agile learning design abilities, and advanced facilitation skills with a direct contribution to and affiliation with MSF’s humanitarian mission.

In this role, you will

Shape the learning agenda

  • Develop and implement learning strategies and solutions aligned with the Operations department priorities and MSF’s strategic objectives.
  • Act as the primary L&D advisor to the Ops department, helping teams identify capability gaps and determine the most effective learning approaches.
  • Conduct rapid learning needs analyses, tailor pathways, and develop relevant learning solutions.
  • Promote alignment and coherence across learning initiatives intersectionally within MSF.

Design and deliver impactful learning

  • Lead the design, development, and continuous improvement of learning solutions, working with subject matter experts and internal partners.
  • Coordinate course delivery, in-country training deployment, and the creation and curation of learning content.
  • Manage multiple projects simultaneously, ensuring activities are delivered effectively and meet agreed objectives.

Evaluate, plan and improve

  • Coordinate annual planning, prioritization, and budgeting for learning activities and projects.
  • Monitor and evaluate the effectiveness and impact of learning solutions, using MEAL approaches to inform future improvements.
  • Build strong partnerships across teams to ensure learning initiatives respond to operational realities and evolving needs.

What you bring

Required

  • A degree in Learning & Development, Education, Human Resources, Organizational Development, Humanitarian Studies, or related fields.
  • At least 3 years of L&D experience, including advising stakeholders and designing, coordinating, and evaluating learning solutions.
  • At least 3 years of operational experience working in a humanitarian context.
  • Project management experience, including budget management, planning, stakeholder coordination, and MEAL implementation.
  • Experience identifying learning needs and translating them into practical solutions in collaboration with internal experts.
  • Fluency in English.

An advantage

  • Knowledge of French, Arabic, and/or another MSF working language.
  • Experience working with technical or operational profiles, such as Emergency Management, Security, Negotiation, MedOps, Logistics, HR, or Supply.
  • Experience with Learning Management Systems (LMS).
  • Familiarity with a variety of monitoring, evaluation, accountability, and learning (MEAL) approaches applied to learning interventions.
  • Advanced excel or programming experience.

How you work matters, too. You think ahead, take initiative, and work independently while valuing collaboration. You communicate clearly, build trusted relationships, and translate complex needs into practical, high-quality results.

What we offer

  • A fixed-term, 1 year contract with renewal option.
  • Salary (Amsterdam): Between € 3.743 and € 5.153 gross/month (40 hours/week). The salary is subjected to local conditions and may vary depending on your experience and location.
  • 30 days annual leave (full-time) plus 8% holiday allowance.
  • A competitive pension scheme.
  • Commuting allowance.
  • Access to a large variety of internal training.
